How To File Bankruptcy California

What will be the consequences of California going bankrupt?
It’s clear that the governor of California, Arnold Schwarzenegger, and the state’s legislature cannot come to an agreement on how to balance the budget. There is a $41 billion deficit that needs to be closed, but apparently grown adults can’t figure out how to solve problems these days.
What will happen when the state is insolvent and goes bankrupt? I don’t think I’ve ever heard of a state filing bankruptcy; is there a precedent for this? If the state is unable to pay back it debts, does it also mean it will be unable to pay state workers? Does that mean we can fire the entire state legislature and governor?
They`re doing away with 20,000 state jobs. I am sure there are more to come. Our budget problems seem to mirror what is going on in Washington D.C. these days. The two parties are bickering here too just like in D.C. It just won`t stop until we clean house and do away with these two parties. They are like a cancer spreading so fast that if it keeps up our country is going to die. God help, us!
