Declaring Bankruptcy Usa

Can a USA citizen file for bankruptcy overseas?
Suppose a U.S. citizen has U.S. debts, then moves to a foreign country. He can’t pay his debts. If he declares bankruptcy through a court in the foreign country, would U.S. courts recognize the foreign court’s judgment? Or does he have to come back and do it over in some U.S. state?
before i did any thing i would contact a bankruptcy lawyer in the UK and get their opinion!!!
