Debt Relief Definition

Do you have to live at a residence for 2 years to qualify for principal residence relief under H.R. 3648?
I am confused as to the definition of principal residence under H.R. 3648 Mortgage Debt Relief Act. It would seem to say one must have lived at their residence at least 2 years before the IRS would consider it their principal residence and allow foreclosure or debt cancellation to apply to them.Am I misreading this or is this a source of confusion to others as well. Please help.
i read that you have to be there two years!!!
