Can a collection agency threatening to freeze its bank account to a debt of 14 years (I know it's ridiculous?

In Canada, a collection agency can threaten to withhold your bank account to a debt of 14 years (I know it's ridiculous, it is up to seven years). What if I think to declare bankruptcy, they say. I havent spoken to them yet because I do not know what to say and can not afford to pay early.

I'm not sure about Canada, But America is a statue of limitations on the date of your last payment to the creditor. And a creditor can not threaten to garnish your bank account or wages unless they has been to court and obtained a decree against you, violates the Fair Debt Practices Collection Act.
